The procedure for declaring an excess building is discussed in Section 7-4 of this Handbook and the Property Control Manual.
Section 1 of the form is to be completed by the department declaring the excess.
Departments may establish their own procedures for identifying property that is excess and must determine that a need for the property does not exist within the department before filing a "Notice of Excess Building."
Any controlled property -- such as furnishings or appliances -- which is also excess, is to be reported on a Form 02-622, "Inter-Departmental Property Transfer Authorization and Request (TAR)" and attached to the excess building notice.
Although the form provides a box for indicating that the building may contain hazardous materials and a signature block for a transferee to assume responsibility for hazardous materials, in nearly every instance, the excessing department is responsible for removal of hazardous material.
