Registration Period | Requirements

An original registration is a registration for a boat without a record in the Alaska License and Vehicle Information Network (ALVIN) system. This may be a new boat, a boat from another state or country that is being registered in Alaska, a boat in the state that was not required to be registered or has not been previously registered, or a boat that was previously registered in Alaska but the boat record is not in the ALVIN system (this situation may occur if the registration has been expired for more than a year). Note: As Alaska does not title boats, we are not required to obtain custom's documents for foreign boats.

Alaska does not issue titles for boats and the registration is not absolute proof of ownership. A variety of documents may be used to show that the owner is entitled to possession of the boat. If the owner has no documents from the seller, the owner may complete an Affidavit of Ownership (Form 848) which must contain the following information:

  1. Date boat was acquired.
  2. The name of the previous owner or dealer who sold the boat.
  3. Hull Identification Number (HIN).
  4. Printed name and signature of the owner. (Not required to be notarized.)

REGISTRATION PERIOD:

The boat is assigned the registration month the boat is first registered in the state. The registration period is three years and the registration expires on the last day of the assigned month. Registration periods may not be prorated to allow shorter or longer periods of registration.

REGISTRATION REQUIREMENTS:

To register the boat, an owner must:

  1. Complete the BOAT REGISTRATION APPLICATION (Form 02-841)
  2. Submit one of the following:
  • Manufacturer Statement of Origin (MSO) - Copy
  • Carpenter’s Certificate - Copy (similar to the MSO. Usually used for larger boats.)
  • Bill of sale from previous owner or dealer - Original (Copy when customer requests to keep original.)
  • Title or registration from previous state - Copy
  • Affidavit of Ownership (Form 848) - Original required
  1. Pay all required fees (B-43)

When an application is submitted by a Boat Dealer, only the application and fees are required.

ALVIN DATA ENTRY:

To take a boat out of the Coast Guard archives and data enter it into ALVIN.

  1. Type the old Alaska number and HIN on boat menu. <ENTER>
  2. Data enter all appropriate fields on boat information screen. <ENTER>
  3. Data enter all appropriate fields on boat title information screen. <ENTER>
  4. Enter the boat tab number and collect proper fee. <ENTER>
  5. Print the boat registration.

TO CORRECT A HIN:

  1. Use duplicate function on boat menu.
  2. Enter the Alaska number and last two of HIN. <ENTER>
  3. On boat information screen, correct the serial number (displayed in red).
  4. Correct any other information that might be in error. <ENTER>
  5. Verify correct information on boat title information screen. <ENTER>
  6. For a Division error, issue a new registration at no charge. <ENTER>
  7. Print the boat registration.

FEES & CLASS CODES:

Powered Boats Class B1 $24.00
Non-powered Boats* Class B2 $10.00

Registration is optional for non-powered boats, with the exception of those owned by Sport Fishing Guides.  Sport Fishing Guides are not charged registration fees when registering non-powered boats per AS 16.05.395.

HISTORY:

06/04/09 ~ Clarified that Sport Fishing Guides do not pay registration fees for non-powered boats.
