Commercial Exception | Expired Registration GENERAL INFORMATION In 1997 Alaska changed from an annual to a biennial system in which all non-commercial registrations are renewed for a two-year period. 1997 was the transition year to phase the currently registered vehicles into the system so that an equal number of registrations would expire each year. Vehicles that were renewed in 1997 were phased in with either a one-year (even model years) or two-year (odd model years) registration. Annual registration is not an option for non-commercial vehicles, taxicabs or tour buses. There are no exceptions under the law. A vehicle owner may register for a minimum of 13 months and a maximum of 24 months (R-180). Annual registration is an option for the majority of commercial vehicles. See “Commercial Exception” for further information. Once the registration period has started, there are no provisions for refunds of the “unused” portion of the registration fee if the vehicle is sold, wrecked, removed from the state, or any other circumstance. COMMERCIAL EXCEPTION [AS 28.10.108(f)] Vehicles that are used commercially, including rental vehicles, may be registered for a one-year (annual) period at the owner’s request. Taxicabs (class 14) and tour buses (class 55) are not eligible for the commercial exception. To be eligible for this exception the vehicle must be registered in a commercial class (41-44, 51-54 or 91-94) The commercial exemption must be requested each year since the renewal notice will show biennial registration and fees. AS 28.10.411 specifies that the biennial fee must be paid for any year or part of a year that a vehicle is subject to registration. If the registration has been expired for less than one year, the vehicle will retain the same expiration month and year, and full biennial fees must be paid. This applies even if the ownership changes. If the vehicle has been expired for more than a year, the current month will be assigned as the expiration month and a new biennial period will be established.
