MANDATORY INSURANCE REQUIREMENTS

The Mandatory Insurance Statutes require that the owner of a motor vehicle subject to registration have a liability insurance policy in effect that complies with AS 28.22.101. The minimum amounts for this policy are $50,000/$100,000 for bodily injury or death and $25,000 for property damage. Failure to have the proper insurance may result in a suspension of a driver's license (D-135). Insurance is not required in areas where registration is not required (R-2).

An owner does not have to provide proof of insurance at the time of registration but they are required to certify that there is a policy in effect if required by law. This certification will be on the registration mailout form (Form 815) and on the registration forms issued in the office (Form 836) and over the WEB (DMV 01). The instructions on the mailout renewal form require the owner to sign the form before sending the renewal to DMV. If the owner or agent of the owner does not sign the certification, the Division may not register the vehicle.

Proof of motor vehicle liability insurance must be in the persons possession at all times when driving a motor vehicle, and they shall present the proof for inspection upon demand of a peace officer or other authorized representative of the Department of Public Safety. A person may avoid conviction if they produce proof of liability insurance to the court or law enforcement and the insurance was valid at the time of arrest or citation.

PROCEDURES:

Mailout Renewal:

  • Renewal is processed after applicant has signed Form 815.

Computer Generated Registration:

  • Process as usual and have the applicant sign Form 836 before leaving DMV.

Internet Renewal:

  • Customer must check the box stating that they meet the insurance requirements and sign Form DMV 01 after it is received.

APPLICATION BY A PERSON OTHER THAN THE OWNER:

When a person other than the owner renews a vehicle registration that person is considered to be acting as an "agent" for the owner. The "agent” should sign the owner's name followed by the word "by" and then print their name.
