A passenger vehicle is one that is designed and used for the transportation of up to 10* passengers. [13 AAC 40.010(32)] Motorhomes are considered passenger vehicles.
*Since this regulation, there are now non-commercial passenger vehicles manufactured for the transportation of up to 15 passengers, including the driver. Please see R-465 for information on Low-Speed Vehicles.
LIMOUSINES
- A special designed vehicle used to transport passengers and their baggage between terminal facilities such as an airport or marine terminal and certain designated points such as hotels and motels. These are classed as commercial vehicles (91 - 94).
- A passenger vehicle other than a bus or van that is designed to transport more than 6 passengers. These are usually “for hire” for special occasions. Those that are titled in the name of a business are classed commercial (91 - 94). A limousine (LM) used for personal use is classed as non-commercial (11).
NON-COMMERCIAL
A non-commercial passenger vehicle is any passenger vehicle that is not titled and/or registered in the name of a business or being leased, unless the customer selects YES to the question “Is Vehicle Used Commercially?” on the Application for Title and Registration (Form 812).

VEHICLE WEIGHT
The unladen (empty) weight is required for commercial use vehicles and will appear on the vehicle registration. If proof of the unladen weight is not available from supporting documents or DMV resources, the customer must estimate the vehicle weight in the affidavit section of the Application for Title and Registration (Form 812). The weight is entered in section 1 of the application.
For non-commercial vehicles, the weight is not required; however, should be entered in ALVIN when available. When the weight has not been provided, you would need to enter an estimated weight.
