A snowmobile is a self-propelled vehicle primarily designed or altered for travel on snow or ice when supported in part by skis, belts, or cleats. This does not include machinery used strictly for the grooming of snow vehicle trails or ski slopes. All-terrain vehicles (ATV’s) are designed and constructed for off-highway use making registration optional [AS 28.10.011 (1)], except in the case of a vehicle with low pressure tires that may qualify as a snow vehicle. ATV’s cannot be modified to be street legal. If a customer requests registration of an ATV, the procedures are the same as for snowmobiles.

Snow vehicles are required to be registered in Alaska; however, they are NOT titled. A “registration only” or “No Title Issued” (NTI) is issued (T-50).

SNOW VEHICLE DEALERS - AS 28.39.020

Effective 9/24/98 snow vehicle dealers are required by law to obtain a completed Application for Title and Registration (Form 812 or 812A) and collect registration fees for snow vehicles at the point of sale. Some dealers will act as DMV agents and process the transaction at the point of sale while others will send completed applications and fees to DMV to be processed. The application and signature may be an original or a faxed copy.

ATV Dealers are not required to be registered and bonded as a Motor Vehicle Dealer.

NEW SNOW VEHICLES

A customer making application for registration for a new snow vehicle must complete and sign an Application for Title and Registration. Verify the vehicle identification number (VIN) from the Manufacturer’s Certificate of Origin (MCO), Warranty Card, or Bill of Sale and then return the original document to the customer. DMV will retain only the application for registration. A photocopy of the ownership document may be retained as backup for the transaction but is not required.

USED SNOW VEHICLE - 2 AAC 92.110

To transfer registration on a used snow vehicle an applicant must submit an application (Form 812) in addition to a Transfer of Ownership form (Form 808), a bill of sale, or an affidavit signed by the applicant. The affidavit must state the purchaser's name, when it was purchased, and either the name of the person it was purchased from, or how it was obtained if the seller's name is not known. The affidavit may be written in section 9 of Form 812 or it may be a separate document. If it was previously registered, the last issued registration should accompany the application whenever possible.

Form 808 must be given to the owner of a snowmobile when it is first transferred to the applicant’s name. If processed at a Dealership, the history will be printed on the top half of the form and serve as a registration. When issued in a DMV office, the registration should be attached instead of printing the history on the form. The form does not need to be given to a customer who is renewing a registration that is already in the applicant’s name.

DECALS AND TABS

Upon registration a snow vehicle is issued two decals that contain the registration number of the vehicle. These decals remain on the vehicle until it is destroyed or leaves the State. The decals are validated by a double tab for each registration period. If a decal is lost or destroyed, the Division will issue a duplicate set (R-205) of decals with a new registration number.

The first number on the tab denotes the year the registration expires. Example: The tab number is 906801. This tab will be issued for a snow vehicle that expires in the year 2009. Beginning in 2010, the first two digits are alpha characters. The second digit denotes the year. SA = 2010; SB = 2011; SC = 2012; etc.

DISPLAY OF DECAL / TABS

The decal number becomes the permanent registration number of the vehicle. The decals must be placed on both sides of the tunnel (above the footrests and below the seat) so that they are clearly visible when the driver and passengers are seated in the normal riding position. Decals issued prior to September 30, 1998 may be displayed on the cowling of the snow vehicle. Decals must be placed so that they do not cover the serial number. Validation tabs indicating the year of expiration of the registration must be placed on both decals in the area designated by the word “year”.

LIENHOLDER

Liens against snow vehicles are not recorded by the DMV. If someone wishes to record a lien against a snow vehicle they must file through their local court recorder’s office. This type of lien recording is called a Uniform Commercial Code (UCC) filing.

EXPIRATION DATES

A snow vehicle season is from October 1st to September 30th of the second year. The expiration for a snow vehicle obtaining an original registration in Alaska, or registering a snow vehicle that has been expired over one year will be issued a registration for two, four or six years from the current calendar year. Example: If a snow vehicle is purchased in August 2006 the registration will expire in September of 2008, 2010 or 2012.
