Registration not Received | Returned by Post Office | WEB Renewals
Prior to 1997, most motor vehicles required to be registered were renewed annually. A biennial registration plan (R-005) was implemented in 1997. For exceptions to the biennial registration, see the specific SOP for the class of vehicle being registered.
Vehicle registrations may be renewed by any of the following methods:

Any individual applying for registration renewal in person at a State DMV office is required by law to pay a $10.00 additional registration fee [AS 28.10.421(a)(2)]. See exceptions listed in “4. d)” under General Renewal Procedures. |

b) |
When applying in person, the applicant will immediately receive their permanent registration on either the standard registration form (Form 836) or the customer copy of the mailout/pre-bill (Form 815). |

c) |
Always check with the customer to see if they have attempted to renew over the Internet. If they have, please check the Internet to see if their registration has already been renewed. (See Internet Information for additional procedures.) |

GENERAL RENEWAL PROCEDURES
1. |
Registrations may be renewed up to 3 months prior to the expiration date. Example: Registration expires on 1/31/10. Registration may be renewed on 10/1/09 or later. |

The customer should provide the last issued registration or the mailout renewal form. |

a) |
If the mailout or the previous registration is not available a "print out" of the vehicle record may be used. The owner or agent* may provide a change of mailing and/or residence address, change of color, or class code change (change from commercial to non-commercial use or non-commercial to commercial use) on the print out, mailout or previous registration. The applicant should sign the print-out or both parts of the mailout, if applicable. When there is a change in fees due to an address or class code change, note the correct fees on the mailout. (This is not required when a registration will be printed as the correct fees will appear on the new registration.)
*Agent - When a person other than the vehicle owner is renewing a registration, they must provide the personal information (Owner names, mailing and residence address) before the Detail Vehicle Record (DVR) can be given to them. If they cannot provide this information, we cannot renew the registration due to the privacy act. |

If there is no record of the vehicle in the DMV files the information should be verified by research (See Appendix A). If the customer has the last issued title with them, see the note below for an exception. In this case the customer must complete an Application for Title and Registration (Form 812). This process creates a new record in the system. Be sure to enter "N" in the "Print Title" field if you do not issue a new title. |

NOTE: If the applicant surrenders their original title, issue a new title and take in the previous title. You would not need to verify the information with research. There is no charge for the title when there have been NO CHANGES to the title information, other than the address. |

c) |
If corrections or changes other than those listed in #2.a), above are requested, the applicant must complete and sign a Vehicle Transaction Application (Form 821) or an Application for Title and Registration (Form 812). The following additional changes may be made when renewing a registration: |

- Unladen weight (no body style change)
- Class codes
- Replacement of lost plates
- Request for a new style of plates.
- Change registration month (R-180). (Commercial vehicles, only)
- To establish a new registration month for a vehicle which has been expired for 13 months or more.

|
Determine if any of the following exemptions or requirements are applicable. If so, have the customer complete and sign the appropriate form. |

Military Exemption (Form 829) Write “M” under taxes on the mailout. (R-220) |

Senior Citizen Exemption (Form 807) Write “S” on the mailout. (R-185) |

Determine which of the following fees apply and the amount of the fees: |

- Transactions where the registration is being renewed in conjunction with another transaction on the SAME vehicle and the customer was required to come to DMV. (i.e.: Obtaining a new set of plates, removing a lienholder)

NOTE: Commissioned agents are not required to charge the additional registration fee. I/M stations do not collect an additional registration fee on behalf of DMV. They may charge their own fee if they elect to do so. |

Issue new license plates, if requested. A plate replacement fee may be required. See specific SOP for plate type. |

|
Issue appropriate year tab. Enter the tab number on the application or mailout. |
| 7. |
|
Issue a month tab if the plates are being replaced or if the expiration month is being changed. |

Collect all required fees. |

ALVIN PROCEDURES
A coversheet (registration) is required to be able to locate back-up information after the documents have been scanned; therefore, you must print a registration (Form 836) when processing a transaction that has any type of exemption form, affidavit or other back-up.

Update ALVIN with the current information. |

Print a registration or enter the new tab number on the mailout. |
| 3. |

If plates were issued, print a new registration with the new plate number. |
| 4. |
|
Have the customer sign the printed registration, if applicable.

Staple the tab(s) to the registration and give them to the applicant. |

INTERNET INFORMATION
Renewals processed over the Internet are processed in a “Batch” at 2:00 a.m. This means that the registration will not show as being renewed until the batch runs. If a person checks to see if their registration was renewed, it is VERY IMPORTANT to be aware of this, as looking at the ALVIN record does NOT confirm whether or not the registration was renewed. When you attempt to process a registration that has been renewed over the Internet, the following message will appear at the top of your screen: ERROR - WEB RENEWAL PENDING - CANNOT RENEW AT THIS TIME. Although this will prohibit you from renewing a registration twice, it will not stop you from transferring title and updating the registration at the same time. Another way to check to see if it was renewed is to go to the Internet and attempt to renew. The following message is the best indicator that the registration has been renewed: [REGISTRATION IS CURRENT - CAN RENEW UP TO 3 MONTHS PRIOR TO EXPIRATION] Tell the customer that it appears to have worked and that their registration and tab should be mailed the next business day. They may check again the next day to make sure. NOTE: In 2006, the majority of these transactions were contracted out; therefore, are printed and mailed from a location other than DMV.
For vehicles and trailers renewed over the Internet, the history will show a WEB transaction with a dollar amount. For boats, snowmachines, ATV’s and vehicles that have a Seasonal Use I/M Waiver, a list is printed in the Mail Services Unit. These must be manually processed by a DMV representative. If you see WEB transaction for one of these, there should be a zero fee transaction following a WEB transaction with fees. If you do not see TWO transactions, the registration was never printed and mailed to the customer. Issue a registration and tab at no charge and tell the manager of the Mail Services Unit (See Appendix A.) so that they can check to see if other registrations were not processed in that batch.

REGISTRATION NOT RECEIVED
When a customer renews through the mail or Internet and has not received their registration and tab, follow these procedures:

If it has been 14 days or more since it was renewed, issue a duplicate registration and tab at no charge. |
| |
|
b) |
If less than 14 days, request that the customer wait. If the customer does not wish to wait, charge the fee for a duplicate tab. |

ADDRESS INCORRECT - Update address and charge current fee for duplicate tab. (R-205). |
| 3. |
|
RETURNED BY POST OFFICE - If there is a message that the registration was returned by the post office, obtain the current address and advise the office that is holding the registration and tab to re-mail to the current address. If there is not time, the customer can pick up the registration and tab at the office that is holding it, or a duplicate can be issued according to whether or not the address is correct on the records. If you issue a duplicate, please let the other office know that the tab/registration can be destroyed and the message can be removed from the record. |
