CUSTOM COLLECTOR PLATES

Special plates are available for owners of Custom Collector Vehicles. These plates permit an owner to operate a Custom Collector Vehicle on the road.

A Custom Collector Vehicle is defined per AS 28.90.990 (D) (5) as:

"... a vehicle whose body and frame were manufactured before 1949 or a replica of a vehicle whose body and frame were manufactured before 1949 and that has been modified for safe road use; in this paragraph, "modified" includes a material alteration of the drive train, suspension, brake system, or dimensions of the body."

A Custom Collector Vehicle must have the following equipment per AS 28.05.106:

1. Hydraulic service brakes on all wheels.
2. Sealed beam or halogen headlights.
3. Safety belts for all occupants.
4. Turn signals and turn signaling switch.
5. Safety glass or lexan.
6. Electric or vacuum windshield wiper located in front of the driver.
7. Standard or blue-dot taillights.
8. Parking brake that operates at least two wheels on the same axle.

NOTE: The equipment list is just for your general information. You are not required to determine if these vehicles are legally equipped to operate at the time of title and/or registration. The department may not require the vehicle to be equipped with fenders, bumpers, or hood.

Many vehicles manufactured prior to 1949 may not have a VIN number or plate. Refer to procedures in T-120 to assign or replace a VIN plate or number. [AS 28.10.065]

Custom Collector Plates may be issued to vehicles that were actually manufactured prior to 1949. Normally this would include model years of 1948 or older but there may be some exceptions in which a vehicle manufactured prior to 1949 was assigned a later model year. These exceptions will be decided on a case by case basis.

These plates may also be issued to vehicles that are replicas of vehicles manufactured prior to 1949. This may include both Kit vehicles and reconstructed vehicles. The procedures in T-240 would be followed for assigning make and year. It is possible to have a reconstructed vehicle assigned a current year and still be eligible for Custom Collector Plates.

APPLICATION REQUIREMENTS

  • Vehicle may be either non-commercial or commercial.
  • Application for Title & Registration (Form 812) or Vehicle Transaction Application (Form 821). In the comments/affidavit section, the customer would state “Requesting Custom Collector Plates”.
  • $50.00 plate fee for original or replacement plates. [AS 28.10.421(d)(2)(D)]
  • Other requirements of registration if vehicle is not currently registered.

SALE OF VEHICLE

  • When the vehicle is sold, replace plates with the standard issue plates.
  • To retain the Custom Collector plates, previous owner must release the plates to the purchaser. No additional plate fees are required.

If your office does not have Custom Collector plates in inventory:

  • Contact your supervisor for a license plate number.
  • Issue the registration and tabs to your customer.
  • Your supervisor will mail the license plate(s) to the customer.
  • When there is not an Alaska license plate on the vehicle, issue a temporary permit (T-090) and immediately clear the permit with the plate number given to you by your supervisor.
