Vehicles owned by charitable or non-profit organizations, Alaska Native Tribal Village Councils, and church/religious organizations may qualify for a reduced registration fee and "exempt" license plates. Following are the specific requirements to obtain each type of exemption. For each type of exemption, if the organization already has established that they qualify by receiving an exempt plate for a vehicle registered in the name of their organization, an affidavit stating that they are requesting exempt plates and the plate number of an existing exempt license plate is all that is necessary to receive exempt plates on another vehicle. Attach a motor vehicle history (DVR – Detail Vehicle Record) of the other vehicle as backup for your transaction.

The charitable and non-profit exemption does not apply to leased vehicles.

CHARITABLE OR NON-PROFIT ORGANIZATIONS

  • A letter from the Internal Revenue Service (IRS) that verifies the organization's tax-exempt status.
  • Application requesting exempt plates. (Form 812 or 821)

The Disclosure Section of the IRS is the contact office for questions pertaining to tax-exempt status. The number for that office is 1-877-829-5500.

ALASKA NATIVE TRIBAL VILLAGE COUNCILS

  • Must be a federally recognized tribal entity. A listing of these are included in this SOP.*
  • Affidavit stating that the vehicle is used only to conduct Village business.
  • Application requesting exempt plates. (Form 812 or 821)

CHURCH OR RELIGIOUS ORGANIZATION

  • Charitable Exempt Affidavit (Form 818)
  • Application requesting exempt plates. (Form 812 or 821)

A title for a church may be in the name of the church and pastor with either "and" or "or" as the conjunction.

PLATE TRANSFER

The vehicle must be owned by the same organization. To accomplish a transfer:

  • Application (812 or 821). Statement “Transfer Exempt Plate #__________”.
  • Additional requirements of registration if the vehicle is not currently registered.

*Exempt plates are issued in sets of two. When issuing an exempt plate for a motorcycle or trailer, give one plate to the customer and recycle or discard the second plate.

**A vehicle with an empty weight of 8,000 pounds or more may be subject to PRISM (R-108).

FEES: When a vehicle with EXEMPT plates is sold, full fees are due and registration starts over.

If your office does not have Exempt plates in inventory:

  • Contact your supervisor for a license plate number.
  • Issue the registration and tabs to your customer.
  • Your supervisor will mail the license plate to the customer.
  • When there is not an Alaska license plate on the vehicle, issue a temporary permit (T-090) and immediately clear the permit with the plate number given to you by your supervisor.

The following Alaska Native Tribal Village Councils are federally recognized tribal entities and are thereby eligible for Charitable Exempt license plates.
