Special license plates are available to individuals with a permanent mobility impairment as determined by an authorized medical professional, as well as those who have a service-related disability. Following are the three types of special plates that are available:

 
1.
Disability Plates ~ Parking privileges
 
2.
Disabled Veteran Plates with Wheelchair Logo ~ Parking privileges
 
3.
Disabled Veteran Plates without the Logo ~ No parking privileges

An individual who qualifies but does not want the disability plate is eligible for ONE exemption from registration and MVRT. The applicant may use their exemption on a motor vehicle, registered in their name, regardless of the plate type. A disabled vet may use their exemption in conjunction with Purple Heart (R-455) or Veteran plates (R-445).  Use class code DD or DV, depending on whether they qualify for a logo or not. For an individual that qualifies for a plate with a LOGO, use the HH or DD code for all other plate types.  Enter a “D” in the tax exempt field in ALVIN. A message is required on the record stating the name of the qualifying applicant (T-004). (Applicant is allowed ONE class DD, HH or DV.)

A parking permit is also available to individuals who do not have a vehicle in their name, for organizations that transport individuals with a disability, or for individuals who wish to obtain a disability tab for a motorcycle. See R-155 for further information.

GENERAL INFORMATION

  • Applicants may select a combination of these types of plates provided they meet the qualifications for the specific plate. Only one of the following class codes is allowed for each individual: DD, DV, HH
  • Both the signature, or signature stamp, and printed name of the authorized medical professional must be on the original form.
  • Allowed on commercial vehicles as long as the applicant is listed as a registered owner AND the correct disability class code is used AND the specific plate type is allowed on a commercial vehicle.   
  • The name of the individual with the disability must be an owner on the title of the vehicle; therefore, these plates are not allowed on leased vehicles.
  • Medical Professionals authorized to sign Form 861: Physician, Physician Assistant, Chiropractor, Nurse Practitioner or Podiatrist*
  • If a person requests disability plates partway into a registration period, they are NOT eligible for a refund. The exemption will be in effect for the next registration period.
  • A senior citizen may use their senior exemption (R-185) in conjunction with a disability plate as long as they do not have more than one class DD, DV or HH.
  • Pearl Harbor Survivors (R-333) and former Prisoners of War (R-332) are eligible for this exemption in addition to the disability plates.

*Form 861 specifically states that Part 2. must be completed by an ALASKAN medical professional as per AS 28.10.181(d). There are times when it would create an undue hardship on an Alaska resident who has traveled outside of Alaska to seek medical attention for their illness to obtain a signature from a doctor licensed in Alaska. This should be rare; however, in extreme cases an exception can be made on a case-by-case basis. Use your best judgment. As an option, a temporary placard (R-155) can be issued until the customer returns to Alaska.

APPLICATION FOR DISABLED PARKING IDENTIFICATION

Form 861 is required for the original set of license plates. Additional license plates may be issued provided only one class DD, DV or HH is issued. The following are acceptable in place of an original application:

  • A medical certification submitted by a person authorized to sign Form 861 can be accepted when it is clear that the applicant meets the criteria on the form. The medical certification on the application cannot be modified.
  • Proof of issuance (ALVIN record) of a disability plate or exemption. Applicants who have been issued a class DV, D1 or D2 disability plate are only eligible for additional D1 or D2 plates.
  • Proof of issuance (ALVIN record) of a permanent disability permit.

To qualify for license plates with the wheelchair logo, the applicant must have a disability that falls within the federal guidelines (23 CFR 1235.2) for a person with a mobility disability. Please see the Application for Disabled Parking Identification (Form 861) for a list of these guidelines.

  • Application for Title & Registration (Form 812) or Vehicle Transaction Application (Form 821).
  • Applicant and vehicle owner must be the same.
  • Additional requirements as follows:

Disability Plates ~

  • Application for Disabled Parking Identification (Form 861) or equivalent as shown above.

    Disabled Veteran - Without Wheelchair Logo ~
  • A certification from an Agency of the U.S. Federal Government stating that the applicant has a service-related disability and is at least 50% disabled. [AS 29.45.030(i)]

Disabled Veteran - With Wheelchair Logo ~

  • Application for Disabled Parking Identification (Form 861) or equivalent as shown above AND
  • A certification from an Agency of the U.S. Federal Government stating that the applicant has a service-related disability.

NOTE: I/M fees and plate replacement fees apply to all of the above.

*Can have only one of these class codes. Example: Has DD on one vehicle may not have HH or DV on another vehicle. May have as many HC, HP, DC, DP, D1, D2 as they have vehicles, provided the applicant meets the qualifications for the specific type of plates requested.

PLATE CONFIGURATION DAV100 - DAZ999; 100DAV - 999DAZ; HAA100 - HAZ999

Effective January 1, 2003, the disabled vet plate style changed to a Red, White and Blue plate. The old style plates are no longer available. If a customer currently displays a Disabled Vet plate on their vehicle and wishes to obtain the new style plate, charge a replacement plate fee.

PLATE TRANSFER

  • The applicant must be the sole or joint owner.
  • Application (812 or 821). Statement “Transfer Plate #__________”.
  • Additional requirements of registration if the vehicle is not currently registered.

When a disability plate is transferred and the registration for the vehicle that the plates are being transferred from is still valid, the following is required:

  • Issue new plates AND
  • Registration starts over AND
  • Full fees required

When a disability plate is transferred and the customer makes a statement that the vehicle will not be driven, one of the following is required:

  • expire the registration OR
  • enter a transfer on the record OR
  • issue “Title Only” (T-80)

If your office does not have Disability or Disabled Veteran plates in inventory:

  • Contact your supervisor for a license plate number.
  • Issue the registration and tabs to your customer.
  • Your supervisor will mail the license plate to the customer.
  • When there is not an Alaska license plate on the vehicle, issue a temporary permit (T-090) and immediately clear the permit with the plate number given to you by your supervisor.
