In 1990 the Division stopped accepting applications by mail for an original title or transfer of title for a vehicle located outside of Alaska. The Division will accept applications for duplicate title by mail provided an Alaska title has previously been issued for that vehicle. We will also remove the lienholder from an Alaska title, provided the applicant does not request a change to the name field (i.e. add, delete or other change). The Division will renew registrations by mail in the normal manner even if the vehicle is not in the state.

An Alaska resident who purchases a vehicle outside of the state has three options for obtaining title and registration:

  1. The applicant may obtain a Temporary Permit (T-90) at any DMV office by presenting proof of purchase and paying all required fees. The temporary permit will allow the applicant to move the vehicle to Alaska where the applicant may obtain title and registration at any DMV office by presenting all documents normally required.
  2. The applicant may send the documents to a person in Alaska who may apply for the title and registration at a DMV office. The person will receive the plates, registration, and title (if there is no lienholder) and then may send these to the owner. The applicant may send a notarized limited Power of Attorney (T-130) to the person to allow them to sign for the applicant, if needed.
  3. The applicant may obtain title and registration in the state where the vehicle was purchased. This may be changed to an Alaska title and registration when the owner returns to Alaska.

There are no exceptions to these procedures for the military or students (T-2).

All requests for original titlework received by mail are handled by the Anchorage Field Office (AFO). Any field office that receives requests for any title service by mail must forward them to the Correspondence Unit at the Anchorage Field Office. See Appendix A for the current address.

Mail service was consolidated at the Anchorage office to expedite the service and to provide better accountability.
