Exempt Vehicles | Requirements | Specialty Plates

GENERAL INFORMATION

The title may contain the names of both the lessor (LSR) and the lessee (LSE). A conjunction is not used between the names. The lessor is the legal owner of the vehicle and the lessee's name is included as a business courtesy and as an aid for law enforcement. The lessee has no legal authority to sell the vehicle unless they have a Power of Attorney (POA) that specifically authorizes them to do so. The lessee may sign the application for Title & Registration to title the vehicle in the lessors name without power of attorney. See T-150 under Leased Vehicles for signature requirements.

A leased vehicle must be registered in Alaska, but is not required to be titled here, provided it is titled in another state or jurisdiction in the name of the company the applicant is leasing the vehicle from. (T-50)

The lessor and the lienholder cannot be the SAME person or business. If you receive an application or previous title completed this way, enter the person/business as the lessor and enter “NONE” for the lienholder.

Ownership codes used in ALVIN: Lessor = R; Lessee = S

Use caution when advising customers with leased vehicles about renewal over the Internet, as the registration and tab will be mailed to the mailing address in our records, which is normally the address of the leasing company.

Biennial registration is required. Exception: Annual registration can be issued if requested by the leasing company or the registered owner.

SPECIALIZED PLATES AND EXEMPT VEHICLES

Specialized plates (Personalized, Veteran, University, Amateur Radio, etc.) may be issued to a leased vehicle; however, commercial vehicle fees must be paid. The fees are based on the commercial class code (91-94 or 41-44) as determined by weight and body style. (Appendix C)

The following are not allowed on leased vehicles:

  • Disabled plates (R-327)
  • Military exemption (R-220) or senior citizen exemption (R-185).
  • Exemption for: State vehicle (R-420), charitable organization (R-320) or government entity (R-325).

TITLE REQUIREMENTS:

The applicant must provide:

  1. A properly assigned Manufacturer's Certificate of Origin, or properly released title.
  2. An odometer reading at the time of sale.
  3. A completed Application for Title and Registration (Form 812) signed by the lessor, the registered owner or the lessor's agent (person with a power of attorney to sign for the lessor).
