IF A LIEN HAS NOT BEEN RECORDED ON DMV RECORDS, GENERAL INFORMATION A lienholder may repossess a vehicle if the owner defaults on a security or loan agreement. If a vehicle is repossessed, a new title may be issued to the lienholder or to a subsequent buyer. The registration month is not changed unless the registration expired on a dealer’s lot and a Dealer Affidavit - Vehicle Held in Inventory (Form 813) is submitted with the application.
