Requirements

Vehicles owned by the United States Government are not titled by the State. When these vehicles are sold, the U.S. Government issues a Standard Form 97 (U.S. Government form) to the buyer.

Occasionally vehicles seized by the U.S. Government are sold by the U.S. Government and the buyer is issued a Standard Form 97. In these instances, there may be a title record. The Standard Form 97 supersedes the outstanding title and no release from the registered owner or lienholder (if any) is required.

The Standard Form 97 is used for all motor vehicles and may be used for trailers. Some government agencies will not issue a Standard Form 97 for trailers and instead they will use DRMS Form 1427, "Notice of Award, Statement, and Release Document". The DRMS Form 1427 may be accepted for trailers in lieu of Form 97.

Title must be issued in the buyer's name before the vehicle can be resold.

TITLE REQUIREMENTS

The applicant must provide:

  1. Standard Form 97. This form must be complete with the correct vehicle identification number. There should be no erasures, corrections, or strikeovers. If any irregularities exist, a new Form 97 must be obtained from the U.S. Government.
  2. Completed Application for Title and Registration. The odometer reading (T-25) at the time of sale is required.

DMV personnel must verify the vehicle identification number for completeness and conformity with the vehicle description. This verification may be accomplished by using NATB or NICB Vehicle Identification Manuals.
