Student - Title Procedures - Outside of Alaska
The Division of Motor Vehicles no longer accepts applications by mail for an original title or transfer of title for a vehicle located outside of Alaska. This includes vehicles purchased through Dealerships or vehicles that are financed through out-of-state banks, credit unions or individual parties.
The Division will accept applications for a Duplicate Title by mail provided an Alaska title has been previously issued for that vehicle, and will also remove a lienholder when there is no change to the ownership. The Division will also continue to renew registrations by mail in a normal manner even if the vehicle is not in Alaska. Be sure to keep your address current with the Division.
When you purchase a vehicle and you are attending college outside of Alaska, you will need a friend or relative living in the State of Alaska that is willing to go to a DMV on your behalf. NOTE: Your name must be listed on the Application for Title and Registration in order to use these instructions. If the vehicle is being titled in the name of your parent(s) only, they must follow normal procedures according to their residence address. The person will need the following items:
1) Ownership document ~
Title or Manufacturer's Certificate of Origin (MCO) When a Manufacture's Certificate of Origin is submitted, it must either have the applicants name printed on the face, or the Dealership printed on the face must use the Dealer Reassignment to assign the vehicle to the applicant. When a title is being submitted, it must be properly released* from the previous owner and assigned to the applicant. The buyer shown on the original title or MCO must also sign the application. A private individual cannot reassign a title until obtaining a title in their name.
*Properly Released title - When a title or MCO is assigned to more then one person, all parties are required to release their interest in the vehicle when the conjunction is other than "OR". This applies when there is nothing between the names or when the conjunction shows "AND/OR" or "AND". For other conjunctions, check directly with DMV.
2) Vehicle registration (when the vehicle has been previously registered in another state). Make a copy to carry in the vehicle. If you did not receive a registration or have lost it, make a statement in the affidavit section of the application as to why you do not have the registration.
3) Letter from the college stating you are a full-time student paying out-of-state tuition and are a resident of Alaska.
4) Application for Title & Registration. Must be completed in full (in ink). Your mailing and residence address where currently living must be entered in sections 3 and 4.
5) Notarized Power of Attorney to sign for you if problems arise (Recommended, not required).
6) Current odometer reading for vehicles under 12,000 pounds and less than 10 years old. This must be on the previous title or MCO, as well as on the application. If there is not a space for it on the previous title, please submit an Odometer Disclosure with your documents.
7) Lienholer name and address if you are making payments on the vehicle.
8) Lien release (A lien release is required when a lien is showing on the MCO and has been paid. A lien release is required when a title has a lienholder on it and you are requesting an Alaska title, regardless of whether the lien has been paid or not. You may obtain a letter from the lienholder stating that the lien release is conditional on placing a new lien on the Alaska title. Statements with a "paid" stamp are not acceptable.)
9) Fees
- Title: $15.00*
- Lien recording, if
applicable: $15.00*
- Registration
*When
there is a title that is already in your name from another
state, and the lienholder is holding the original title,
Alaska will issue a 'registration only'. The
title and lien recording fees would be waived as we would
not be issuing a title. The license plates, registration,
tabs and title** will be given to your friend or relative
to mail to you.
**If you are making
payments on the vehicle, the title will be mailed directly to the
lienholder.
NOTE: If
you have Personalized or Speciality license
plates that
you wish to transfer to your new vehicle, you must
make a statement in the affidavit section of the
application, advising of the plate number you wish
to transfer. Please
provide a copy of the last registration, along with
the $5.00 fee to transfer the plates. Standard
issue plates cannot be transferred. The
name on the previous vehicle and new vehicle must
match in order to transfer plates.
ALASKA DOES NOT REQUIRE PROOF OF COMPLIANCE WITH EMISSIONS PROGRAMS WHEN YOU PROVIDE AN OUT OF STATE RESIDENCE ADDRESS ON YOUR APPLICATION. IF THERE IS AN EMISSIONS PROGRAM WHERE YOU ARE ATTENDING COLLEGE, IT IS YOUR RESPONSIBILITY TO ASSURE YOU ARE IN COMPLIANCE WITH THEIR RULES AND REGULATIONS.
