Titles for College Students Outside of Alaska
These procedures apply to new vehicles, used vehicles, and to vehicles that are already in your name in another state that you will be titling in Alaska.
Vehicles that require titles include cars, trucks, utility vehicles, motor homes, motorcycles and trailers. These procedures do not apply to boats.
This also includes vehicles purchased through dealerships or vehicles that are financed through out-of-state banks, credit unions or individual parties.

Required for Title and Registration:
- Application for Title & Registration (Must be an original)
- Original Title or Original Manufacturer's Certificate of Origin (MCO)
- Letter from the college stating you are a full-time student paying out-of-state tuition and are a resident of Alaska.
- Odometer Reading signed by the seller and buyer.
- Vehicle Registration, if applicable (See below for further information.)
- Fees
- Lienholder Information, if applicable. (When you are making payments on the vehicle.)
- Lien Release.
(A lien release is required when a lien is showing on the MCO and has been paid. A lien release is required when a title has a lienholder on it and you are requesting an Alaska title, regardless of whether the lien has been paid or not. You may obtain a letter from the lienholder stating that the lien release is conditional on placing a new lien on the Alaska title. Statements with a "paid" stamp are not acceptable.)
- Power of Attorney (For all transactions when a person signed on behalf of the vehicle owner, including LEASED vehicles, using a power of attorney. Recommended for other transactions, just in case there is a problem with the paperwork.)
Required for Registration Only (Original Title Held by Lienholder out of Alaska):
- Application for Title & Registration
- Original Registration (Keep copy in vehicle if being driven.)
Note: If your vehicle has not been registered in another state, a photocopy of the last issued title showing the vehicle in your name can be used.
- Letter from the college stating you are a full-time student paying out-of-state tuition and are a resident of Alaska.
- Lienholder Information (Must be on application)
- Fees (We would not charge the title or lien fee as a title is not being issued.)
- Power of Attorney
(For all transactions when a person signed on behalf of the vehicle owner, including LEASED vehicles, using a power of attorney. Recommended for other transactions, just in case there is a problem with the paperwork.)
Additional Information
- Application for Title & Registration Must be completed in full, in ink.
Enter the mailing and residence address where you are currently stationed in sections 3 and 4 of the application. The residence address MUST be a physical location (street, milepost, building and room number, etc.)
If you are making payments on the vehicle to a financial institution, business or individual, you must enter their name and mailing address in section 5. Be sure this information matches the MCO or title. The Alaska title will be mailed directly to the lienholder, if applicable.
- Ownership Document(s) ~ Original Title or Manufacturer's Certificate of Origin (MCO)
MCO - New vehicles are issued a Manufacturer's Certificate of Origin. The applicants name must be printed on the face OR the Dealership printed on the MCO must complete the Dealer Reassignment, showing the sale to the applicant. The original document is required.
TITLE - The title must be properly released from the previous owner and assigned to the applicant. The buyer MUST obtain a title in their name before the vehicle can be resold.
When a title or MCO is assigned to more then one person, unless there is an "OR" conjunction, all parties are required to release their interest in the vehicle. This applies when there is nothing between the names or when the conjunction shows "AND/OR" or "AND". For other conjunctions check directly with DMV.
If there is a lienholder on the vehicle, a title has been issued IN YOUR NAME in another state, and the ORIGINAL title is being held by the lienholder, the original title is not required. We would issue a "Registration Only" and would not charge the title fee or lien recording fee.
- Vehicle registration
When the vehicle has been registered in another state, make a copy to keep in the vehicle until you obtain the Alaska registration. If you do not have a registration, make a statement in the Affidavit section of the application as to why you do not have a registration. (Title & Registration only. Required for a Registration Only unless you can supply a photocopy of the title IN YOUR NAME that is being held by the lienholder.)
- Letter from the college stating you are a full-time student paying out-of-state tuition and are a resident of Alaska.
- Notarized Power of Attorney for your friend to sign for you. (Recommended, not required)
- Current odometer reading
Needed for motor vehicles under 12,000 pounds and less than 10 years old. The current odometer reading must be on the previous title or MCO and on the application. If either the buyer or seller has not attested to the odometer reading, a separate Odometer Disclosure is required.
- Lienholder - The name and mailing address is required if you are making payments on the vehicle.
- Lien release if a lien is showing on the original title or MCO and has been paid off but is not signed off, in ink, on the ownership document. Statements with a "paid" stamp are unacceptable.
- Fees.
- Title: $15.00 (Not required for a "registration only")
- Lien recording, if applicable: $15.00 (Not required for a "registration only" or when there is not a lienholder on the vehicle.)
- Registration fees
Alaska does not require proof of compliance with emission programs when you provide an out of state residence address on your application. If there is an emission program where you are, it is your responsibility to assure you are in compliance with their rules and regulations.
We will accept applications for a Duplicate Vehicle Title by mail provided the last title issued was an Alaska title. We will also remove a lienholder by mail provided there is no change to the ownership. This request must be received from the customer and not a lienholder.
