Time & Attendance Procurement Project
Complete June 2009
Following a cancelled HR/Payroll Systems Replacement procurement in August 2006, the state determined it is imperative to add an enterprise solution for collecting time and attendance information as an affordable option to increase operational efficiency prior to, and following, the replacement of AKPAY. A Time & Attendance (TAS) solution fits well into an overall enterprise HR/Payroll systems replacement strategy.
June 10, 2009
Contracts were signed with Time Link International Corporation (TimeLink), representing the successful conclusion of the Limited Competition Procurement process. Initial project planning activities will begin in early July and an official project kickoff will occur in late July or early August.
March 2009
Proposals are due March 17. We plan to award a contract in May, with preliminary vendor work to begin in June. The entire project is expected to take 18-24 months. The State is conducting internal interviews to document "as is" business processes in anticipation of the project start date.
February 2009
Final Solicitation Document (FSD) 2009-0200-8184 was issued February 17.
January 2009
System demonstrations occurred between January 6 and January 16.
November 2008
The LCP process was initiated with vendor reference checks conducted by PTI, our procurements contractor, in early November, followed by invitations to four responsive vendors for discovery discussions late November.
September 5, 2008
After receiving no responsive proposals, the RFP was canceled August 28, 2008. A limited competition procurement (LCP) will be used to select a solution. The LCP will involve at least the offerors who submitted proposals.
April 10, 2008
Request for Proposals 2008-0200-7480 was issued today and is posted on the State of Alaska Online Public Notice website. A pre-proposal conference is scheduled for Tuesday, April 22, 2008 at 9:00 a.m. Refer to the RFP for more details.
February 15, 2008
Development of the RFP continues, but will not be ready to issue before March 31, 2008. We estimate release during the second quarter of 2008.
October 2007
Development of the RFP has been progressing steadily, but slower than expected. Our best estimate at this time is that an RFP will be released during the first quarter of 2008. If released before the holidays, the State will be sensitive to the holidays when setting the proposal due date.
March 2007
Requirements and other elements needed for a Request for Proposals (RFP) are being developed. An RFP will be issued before December 31, 2007. Due to the need to maintain confidentiality during the process, another update to this page is not expected before the RFP is issued.

Functional requirements gathering sessions held with Subject Matter Experts (SMEs) invited from all agencies who will use a TAS solution.

Department of Administration commissioner Kreitzer signed a project charter to formalize sponsorship of a project to procure a TAS solution.
