Basic Life Insurance

All employees are automatically enrolled in Basic Life and Accidental Death & Dismemberment (AD&D). This group life plan is offered at no cost to the employee.

  • Eligibility

    Basic Life and Accidental Death and Dismemberment (AD&D) coverage is provided free of charge to permanent and long-term nonpermanent employees of the State of Alaska as shown below:

    • Full-time employees of the State of Alaska (those whose position is scheduled to work 30 or more hours a week on a regular basis — includes long-term nonpermanent employees).
    • Full-time seasonal employees of the State of Alaska (subject to the guidelines outlined in the sections “When Coverage Begins” and “When Coverage Ends” on pages 10 and 11)
    • Part-time employees of the State of Alaska who elect to participate in the plan (those whose positions are scheduled to work at least 15 but less than 30 hours a week on a regular basis).
    • If you are a part-time employee and want to participate in the State’s Basic Life and AD&D plan, you must elect coverage within the first 31 consecutive calendar days of employment. You need to sign an enrollment form and enroll in the Group Health plan. You must pay one-half of the health and life premium cost. If you do not elect coverage within the first 31 days, you may enroll during the open enrollment or following a qualified status change. Contact your human resources office or the division for more information.
  • Benefit Amount

    The amount of your benefit is determined by your bargaining unit. Current benefits are as follows:

      • Marine Engineers' Beneficial Association (MEBA)

    • $10,000
      • Alaska Correctional Officers Association (ACOA)
      • Alaska Public Employees Association/Supervisory Unit (APEA)

      • Confidential Employees Association (KK)
      • General Government Bargaining Unit (GG,GP)
      • General Government - Juvenile Justice Officers (GY,GZ)
      • Labor, Trades and Crafts Unit (LTC)
      • Partially Exempt
      • Exempt
  • Premiums

    State-funded. No cost to full-time and long-term permanent and non-permanent employees.

  • Coverage Begins

    Coverage begins on the 31st consecutive calendar day of employment. Leave without pay taken within the first 30 days of employment may postpone the coverage until you are in pay status for 30 consecutive days. The Basic Life and AD&D benefit amount is $2,000 for the employee. For the Supervisory Unit, Confidential Employees Association, Partially Exempt, Exempt, and General Government Unit employees the amount is $10,000 for the employee. Both of the plans pay an additional $5,000 if the employee's death is accidental.

  • Coverage Ends

    The last day of the month in which:

    • Pay status ends; or
    • Employment terminates; or
    • Premium is paid
  • Continuation/Conversion

    As of January 1, 2017, Basic Life is portable through MetLife.

Basic Accidental Death & Dismemberment (AD&D)

In addition to Basic Life coverage, all employees automatically receive Basic AD&D benefits which are payable for losses that occur within 100 days of an accident and as a result of accidental bodily injury, independent of all other causes, for loss of life, or loss of both hands, both feet, sight of both eyes or any such combination. One-half of the full amount is payable if you lose one hand, one foot, or the sight of one eye.

Travel Accident Coverage

All employees are automatically enrolled in Travel Accident Insurance at no cost to the employee, and are provided coverage while in authorized travel status on official state business.

  • Benefit Amount

    Travel Accident is a State paid group term accidental death insurance that provides coverage for employees who are on state business, in travel status on authorized State business. It pays $75,000, $100,000 or $200,000 (depending on bargaining unit) to your beneficiary if you die accidentally. Travel Accident has a traditional Accidental Death and Dismemberment (AD&D) component based on covered loses. Current benefit levels are as follows:

Select Life / AD&D Insurance

As an employee of the State of Alaska you may choose to enroll in Select Life and Accidental Death & Dismemberment (AD&D) Insurance. Enrollment may occur at time of hire (within 30 days), or during open enrollment.

  • Benefit Amount
    • Annual salary rounded up to the nearest $1000 updated each January, paid regardless of cause, paid in a lump sum.
    • Pays double the benefit amount if death is accidental.
    • Pays up to $100,000 for Supervisory and Confidential Unit employees and up to $60,000 for all others.
  • Premiums
    • Post-tax
    • Based on age and wage when hired.
    • Updated with age and wage annually each January 1.

  • Coverage Begins

    Your coverage begins on the 31st day of work, assuming you have not taken leave without pay (LWOP). If there are breaks in coverage due to LWOP or if coverage is not elected within first 30 days, other effective dates may apply.

    • Pay status ends; or
    • Employment terminates; or
    • Premium is paid
  • Continuation/Conversion

    Select Life is portable. If you terminate from state employment after January 1, 2017, Met Life will send you information about portability.

Select Life Eligible Beneficiaries

Your eligible beneficiaries for your select life insurance benefits include:

  • Your spouse. You may be legally separated but not divorced.
  • Your children from 14 days old up to age 23, only if they are:
    • your natural children, stepchildren, foster children placed through a State foster child program, legally adopted children, children in your physical custody and for whom bona fide adoption proceedings are underway, or children for whom you are the legal, court-appointed guardian;
      • unmarried and chiefly dependent upon you for support;
      • living with you in a normal parent-child relationship;
        • This provision is waived for natural/adopted children of the employee who are living with a divorced spouse, assuming all other criteria is met.
        • Only stepchildren living with the employee more than 50% of the time are covered under this plan.
      • in addition, if they are between the ages of 19 and 23, they must be attending school regularly on a full- or half-time basis.

Children incapable of employment because of a mental or physical incapacity are covered even if they are past the maximum age. However, the incapacity must have existed before age 19 and the children must continue to rely chiefly on you for support. You must furnish the carrier with evidence of the incapacities, proof that they existed before age 19 and proof of financial dependency. Children are covered as long as the incapacity exists and they meet the definition of children, except for age. Periodic proof of the continued incapacity may be required.

If the State of Alaska Group Life plan covers more than one family member, each eligible family member may be covered both as an employee and as a dependent, or as the dependent of more than one employee. A member is defined as the employee or eligible dependent covered by the plan.

Voluntary Supplemental Life / AD&D Insurance

In addition to Basic Life Insurance funded by the state and optional Select Life Insurance that you can choose to enroll in, there is also additional Supplemental Life Insurance that can provide additional benefits you may want to enroll in. Enrollment is optional, pays in a lump sum, and only covers the employee.
