SatCom Global – vendor for Iridium Satellite Phones through Western States Contracting Alliance (WSCA) - this is a group of approximately 15 States that work together to get the best deals for State Governments. One State will be the lead and do the actual bid. The other States will provide info as to their requirements, estimated usage, etc. and then sign a ”Participating Addendum” or “PA” in order to be able to use the contract. Utah was the lead State on the Satellite Phone contract, so that is why the pricing info says “Utah” instead of “Alaska”.
