Subject: “Guidelines for Qualification of Multiphase Metering Systems for Well Testing”
Enclosed is the November 30, 2004 final draft of “Guidelines for Qualification of Multiphase Metering Systems for Well Testing.”
On February 11, 2005, after notice and public hearing, the Commission adopted the Guidelines to govern the use of multiphase meters (“MPMs”) for well testing and allocation of production for all North Slope oil pools. The specific Conservation Orders and fields for which these Guidelines were adopted include CO547 (Prudhoe Bay Field), CO548 (Endicott Field), CO549 (Kuparuk River Field), CO550 (Milne Point Field), CO551 (Northstar Field) and CO552 (Colville River Field).
We will test the workability of the guidelines within the fields noted above in the coming three years. As we get experience with using these guidelines, we may find items that need revision and clarification. After gaining experience applying these guidelines, the Commission may propose to adopt the guidelines in regulation.
Also enclosed is the November 30, 2004 “Principles of Multiphase Measurements.” This document was prepared by the Commission to help educate the layman in the principles of multiphase meters.
