Cook Inlet Energy, L.L.C. (CIE) requested reconsideration of Order No 102, imposing civil penalties in the amount of $446,000 for numerous regulatory violations pertaining to Sword #1 safety valve system (SVS) and CIE’s failure to provide requested information regarding its SVS compliance policies.

Hilcorp Alaska, LLC. (Hilcorp), by letter dated July 27, 2016, requests the Alaska Oil and Gas Conservation Commission (AOGCC) authorize disposal of 3rd party Class II eligible wastes in the Class II disposal well KU 12-17. AOGCC regulation 20 AAC 25.252 provides the authority to issue an order governing underground injection of Class II oil field wastes. The Commission issued Disposal Injection Order (DIO) 34A on May 27, 2009 for KU 12-17, operated by Marathon Oil Company at that time.

The Alaska Oil and Gas Conservation Commission (AOGCC) proposes to adopt regulation changes in Title 20, Chapter 25 of the Alaska Administrative Code, dealing with Oil and Gas regulations, including the following:

  • 20 AAC 25.022(a) Notice of ownership, 20 AAC 25.030 Casing and cementing,
  • 20 AAC 25.055 Drilling units and well spacing, 20 AAC 25.065(c)(1) Hydrogen Sulfide,
  • 20 AAC 25.071 Geologic data and logs, 20 AAC 25.110 Suspended wells,
  • 20 AAC 25.265(d)(4) Well safety valve systems, 20 AAC 25.270 Initial reservoir properties,
  • 20 AAC 25.280(g) Workover operations, 20 AAC 25.537(a)(3) Public and confidential information, 20 AAC 25.556 Orders, and 20 AAC 25.990 Definitions.
The proposed changes are in response to AOGCC’s periodic regulation reviews. In general, the proposed modifications aim to update and clarify the requirements, improve understanding, and streamline the implementation of the regulations.
