The Violent Crimes Compensation Board views in-patient mental health treatment and psychiatric treatment in the context of a medical award. The Board views counseling in the context of a mental health treatment award. Therefore, the cost of psychiatric treatment has not been limited by the constrictions placed upon counseling awards. In addition, the Board recognizes that effective mental health treatment requires an effective diagnosis, evaluation, and treatment plan. The costs of an effective evaluation must be viewed differently then those of a counseling session.
