At this time, the Department of Administration (DOA) is piloting a Department of Personnel and Labor Relations (DOPLR) performance evaluation program to enhance the overall Performance Evaluation process for the State of Alaska. The goal of the pilot is to learn as much as we can over calendar year 2020 to incorporate the lessons learned and move to a revision of the State of Alaska (SOA) performance evaluation process.
The following objectives are anticipated:
- increased clarity for employees on work priorities and expectations,
- created culture where employees understand the value of their work and how it directly ties to the mission of DOA, and
- improved employee engagement where individuals self-select how they will contribute to the organization.
Other anticipated benefits are:
- improve quality of feedback received by employees,
- increase timeliness of performance evaluations for merit increases, and
- create a consistent feedback process to help employees understand their role.
DOPLR has received feedback that the current Performance Evaluation process has not been used as an effective tool and it is time to look at what can be done to improve this process. Since this is a pilot, we are promoting an iterative process where we are inviting DOA employees to share what is working well (rose), the challenges they are experiencing (thorn), and what we can do to improve (bud) the performance evaluation process. We will be collecting lessons learned throughout the year to ensure we are creating the most helpful performance feedback process and experience for our DOA (and, eventually, SOA) employees. This process is just beginning, and this page will serve as a landing place for employee to find additional resources and updated information as the pilot moves forward.

This DOA Pilot Program does not include Alaska Public Offices Commission (APOC), Office of Administrative Hearings (OAH), and Violent Crimes Compensation Board (VCC).

February 17, 2020 | Catch up performance evaluations are due to DOAevaluations@alaska.gov for all DOA employees who did not receive a performance evaluation from October 1 to December 31, 2019. Unless this performance evaluation is required for merit increase or pay increment it does not need to be signed by the Division Director or DOA HR and will not go into the personnel file. If this performance evaluation will be used for merit increase or pay increment please see below for instructions. 2020 | Throughout 2020 it is expected that any Performance Evaluations needed for merit increase or pay increment will still be submitted based on the merit anniversary dates.
