All Departments Moved to Annual Performance Management
As of December 2023, all Departments have moved to an annual performance management schedule in AspireAlaska. For all those departments whose annual performance cycles occur later in the year it is good to start planning for what needs to happen to make sure that everything is ready when the tasks launch for your department.
Performance Management was never meant to be a "one and done" activity; it is something that supervisors should be engaged with throughout the year. The annual performance management cycle is the time to review information from the last year and to plan for the next year. Then, as the year goes on supervisors should be checking in with employees to make sure that the plan is still working.
Additionally, Administrative Officers, Administrative Operations Managers, Division Operation Managers, and Supervisors have access to reports and dashboards in AspireAlaska to help them manage the performance management process. To learn more about how to view Standard Reports, Dashboards, and Reporting 2.0 reports, there is a Reports and Dashboards job aid available on the Performance Management SharePoint site.
There are a variety of tools to help track the progress of performance evaluations and performance planning tasks in AspireAlaska. If, after looking through the job aid and seeing what is available, you still feel like there is additional information that would be helpful please reach out to your Department HRBP for further assistance.
Update to APOC Filing Instructions
An updated information sheet has been provided from the Alaska Public Offices Commission (APOC) for How to File a Public Official Financial Disclosure (PDF). This has been added to the relevant locations on the Employee Packets and under the New Employee Orientation forms.
An employee must file a disclosure within 30 days of starting in a position that is required file with APOC. This includes whether they transfer into the position from somewhere else in the State of Alaska or are new or returning to state service.
APOC disclosure is not required for any classified positions (positions covered by a union), but is required for many, not all, exempt and partially exempt positions. Here are some of the general groups that most positions fall under that are required to file APOC disclosures:
- Commissioners, Deputy Commissioners, & Assistant Commissioners
- Special Assistants
- Department Legislative Liaison
- Directors & Deputy Directors
- State Investment Officer & State Comptroller
- Chief Technology Officers
- Deputy Attorney Generals
This list is not exhaustive of all positions that might need to file a disclosure with APOC, but does cover most.
If an employee is in a partially exempt or fully exempt position and is unsure whether they need to file a disclosure it is always recommended to reach out either to APOC directly or contact the Employee Call Center for confirmation. It is considered the employee’s responsibility to file directly with APOC and is in their best interest to identify whether they need to file a disclosure or not.
