The Director's Office provides long range planning for activities and projects, divisional leadership, and administrative support. Their services include:

• Developing, implementing, and interpreting policies and procedures for the Alaska Administrative Manual (AAM)
• Acting as advisor and liaison for State agencies and the IRS on tax liability and reporting issues

Accounting Services provides statewide statement preparation, reporting, and financial analysis. They provide assistance to agencies in using the statewide accounting system including development of accounting structures and transactions, interpretation, and reporting. Their services include:

• Providing direct consultation, assistance, and guidance to agencies regarding complex financial activities and accounting transactions
• Reviewing and approving a variety of agency accounting and budgeting transactions

• Providing ALaska Data Enterprise Reporting system (ALDER) Training for financial data
• Evaluating accuracy of revenue forecasts compared to actual revenues received

• Coordinating the Statewide Cost Allocation Plan (SWCAP)
• Coordinating the Auto AB system interface into AKSAS
• Functioning as the Debt Accountant for the State Bond Committee

E-Travel Services provides all services of a travel agency. Their services include:

• Providing oversight of the contracted statewide E-Travel Office
• Developing, reviewing and publishing State travel policies, E-Travel procedures, training material, data collection and analysis

• Providing oversight for the online reservation system (E-Travel Online)
• Creating and disseminating non-compliance reports
• Providing weekly LDAP change reports relating to traveler profiles

Payroll Services issues payroll warrants using the Alaska Statewide Payroll System (AKPAY). They implement systemic and procedural modifications due to IRS regulations, State and Federal legislation, court actions, labor union contract negotiations, and payroll software enhancements. Their services include:

• Setting up employee/employer records in AKPAY
• Setting up employee records for direct deposit payment
• Managing system tables
• Receiving, processing and monitoring garnishments, tax levies, and child support claims
• Providing agency assistance
• Printing hard copy warrants
• Verifying direct deposit transfers
• Verifying payroll interfaces to AKSAS and other automated accounting systems
• Performing system testing and new release implementations
• Auditing and/or processing workers’ compensation leave and wage adjustments

Systems Integration provides support for AKSAS, participates in projects requiring technical design and support, and maintains the Division's website. Their services include:

• Developing customized solutions using technologies to streamline or automate business processes
• Preparing, publishing, and disseminating informational materials and forms for the Division

The Integrated Resource Information System (IRIS) project is a statewide effort to improve the State of Alaska's (SOA) administrative and operational functions by streamlining and automating workflow with integrated administrative systems. IRIS will improve the SOA's ability to manage resources, providing innovative and cost effective services which support SOA customers, internal and external, and the people of Alaska. Over the duration of the project, IRIS will replace aging financial (AKSAS) and payroll (AKPAY) systems and add functionality for integrated procurement, debt management, human resource management, and learning management systems. IRIS will interface with many existing SOA systems including the Alaska Data Enterprise Reporting (ALDER) data warehouse system and the Alaska Budget System (ABS). IRIS will also support SOA employee and vendor self-service portals.

From the SOA employee perspective, IRIS will streamline current work processes, improving the sharing and access of information necessary to complete everyday tasks. From the vendor perspective, IRIS will expedite and simplify business transactions with the SOA. From the customer perspective, IRIS will support refined customer service as SOA agencies use a consistent and efficient administrative system.

The Division of Finance contracted with Meridian Global to implement an enterprise wide learning management solution for the State. LearnAlaska will provide an enterprise platform for the SOA to train employees and track and analyze workforce training efforts.
